They have other ads on their site, other 'networks', etc... They can make money there.

Most importantly - they get paid nicely for referring people to the offers you have to complete.  For 1 person to get an XBOX360 FREE they'll get paid from 9 referals.  Not bad for them.  But they really make their money when only 5 or 6 people follow through and complete the offers!  They get paid for 5 or 6 referals, get 5 or 6 e-mail addresses and give away NOTHING.  Plus those 5 or 6 people might be trying also so they get even more!

It works for them so they have no reason not to follow through!
